Rob I think so, its not appeared yet in my google or google apps accounts yet. I got the info from the google blog

Looks like its on Google Apps and you have to enable it from the admin dashboard http://googleappsupdates.blogspot.com/2009/02/offline-access-to-google-calendar-now.html
